He was born in Toledo, Ohio on September 24, 1956, he was the son of the late Eugene P. and Helen L. (Decker) Philo A graduate of Maumee High School Surviving is a Sister: Sandra of Clarksville, Tenn. and a Brother: Glen Philo of Toledo, Ohio Preceded in death by a sister- Susan Philo and his parents.
